I was allowed to change the permissions to full control for administrators and users for the winsxs folder and the copy completed. The folder "x86_microsoft-windows-networktopology-inf_31bf3856ad364e35_6.0.6000.16386_none_3821e712a6535c57" is now in the winsxs folder.
